The Town administration is made aware that the Superintendent of Public Work’s son is employed by the contractor running the Aggregate Fill Pile in violation of the contractor’s agreement with the community and the Town’s ethics policy. No action regarding the conflict of interest was taken by the Town administration against the employee or the contractor. In September a citizen emailed the DPW Director a direct question:
“Joe, Are there any relatives of town employees that work for Julien?”
The answer was yes – the DPW Superintendent’s son was indeed an employee of the Aggregate Fill Pile contractor in conflict with Fairfield’s ethics policies as well as in direct violation of the terms of the RFP that served as the ‘contract’ between the contractor and the Town of Fairfield. The exchange is forwarded to the First Selectman’s Chief of Staff and the citizen claims to call First Selectman Tetreau directly. Nothing happens. Three years later the DPW Superintendent is arrested.
