In an email to RTM members, a Plainfield citizen informs of our elected officials that the Performance Bonds presented by the Contractor are fraudulent, discloses legal and performance challenges he had when working with Julian Development and identifies what he believes to be numerous problems with the Bid Application and subsequent peformance in Fairfield.
