In April of 2013 the Town of Fairfield Issued an RFP for management of the Public Works Yard Fill Pile. A key provision was to reduce the height and volume of the stockpile as it existed in 2013. What many people might not know is that the RFP was originally written by Director of the DPW and the Superintendent – who subsequently were arrested for their involvement in the fill pile dumping scandal. In an email from 2014, the Director of the DPW takes credit for creating the RFP with his supervisor and attaches a document they called ‘Dirt Dummies’ which mirrored the RFP Bid Request that was issued.
